Public Law Consultancy
Strategic public law advisory and drafting support for local authorities and in-house legal teams. Delivered personally by Elizabeth Okinda, with risk notes turned around within 5–10 working days of instruction.
In Scope
- —Pre-action protocol response drafting on contested decisions, including age assessment, EHCP, NRPF, homelessness and care leaver matters.
- —JR risk advisory notes — written within 5–10 working days of instruction, identifying vulnerabilities by reference to identified case law and SRA-quality drafting standards.
- —Quality assurance review of statutory assessments and decision letters.
- —Strategic advice on settlement, withdrawal and consent in defended JR matters.
- —Drafting of summary grounds of defence and detailed grounds for the local authority's instructed firm to file.
- —Interim consultancy support — covering peaks of demand or specific matters within an in-house team.
Out of Scope
- —Filing claims, defending claims as solicitor on the record, or any other conduct of litigation in the practice's own name.
- —Acting on the claimant side in JR proceedings against any local authority — see Compliance page.
Typical Deliverables & Engagement
- Day rate for ad hoc consultancy and drafting.
- Capped fixed-fee for JR risk advisory notes (Standard / Complex tiers).
- Consultancy retainer for committed days per month.
